Ocalan says Democratic Autonomy is the solution project of the Kurds

NEWSCENTRE (DIHA) – Imprisoned leader of PKK Abdullah Ocalan said it is a historical period that we are going through and Democratic Autonomy is the solution project of the Kurds.

According to ANF report, Öcalan announced political, legal, economic, cultural, self-defense and diplomacy aspects of Democratic Autonomy project.
Concerning Democratic Autonomy Öcalan said when a democratic nation is the soul then democratic autonomy is the body and autonomy is the concrete step of building the nation. Regarding its structure Öcalan added as follows, according to news from ANF:

Political aspect: There will be an assembly or people's congress. It is the democratic society congress. And there will be an executive organ of this congress.

Legal Aspect: The Catalans call is a "status". We shall call it status too. It is important because it will determine the legal status of the Kurds. It should be made clear in the constitutions as well as other legislations. A law can determine the framework of democratic autonomy.

Economical aspect: The democratic nation also needs an economy policy. It will have policy regarding the dams and natural sources. In this respect we cannot accept a capitalistic model. Maybe we cannot eliminate capitalism completely but we can change it and create our own alternative system. Public economy and private sector can be combined but it requires further discussions.

Cultural aspect: This aspect is more about language, mother tongue education, history and art. How will be the linguistic policy of the democratic nation, education policy and the status of the Kurdish language? They need to be discussed. It is also important to find a solution for the cultural genocide that the Kurds have been exposed.

Self-defence aspect: We may also name it security aspect. From security we shall understand reacting against genocide, both physical and cultural. I do not mean security with weapons but democratic structure in which the people will provide their security. I am talking about a democratic system in which people will safe. It can be discussed whether the Kurds do military service. How can the village guars system be dissolved? They all need to be discussed. And security is as important as bread and water for out people.

Diplomacy aspect: This means the relation of the Kurdish people with other nations and communities. It can be about neighbouring countries as well as the Kurds living in different parts of Kurdistan. What kind of relation do we want with other communities? How can we live together? These are the diplomacy aspect.

Öcalan further added that Catalan model is worth studying and Kurds can learn from this model. He also said that: "Creating a democratic nation should not be considered as building a nation stated. Self-determination does not necessarily means founding a state. It was also the mistake of real socialism. South Kurdistan and Palestine are also examples of this misconception."
Non-fasting soldier was shot dead by another soldier

An Alevia soldier was shot dead by another soldier on account of not fasting in Ramadan, reported ANF. 20-year old Ali Arslan, who was doing his obligatory military service in Hakkari, told repeatedly to his family on the phone that he was constantly being harassed by other soldiers, merely because of being Alevia.

On 15 August Ali Arslan was shot in the head by another soldier who blamed Arslan for not fasting in Ramadan. It is also reported that the death of Arslan was hidden by the commanders and it was not covered by the press.
According to the report released by Human Rights Association (IHD) on 22 June within the last 20 years 401 were soldier lost their lives in suspicious incidents.

No change in Turkish approach to PKK
Turkish National Security Council (MGK) said Turkey will continue its combat against the PKK despite PKK’s ceasefire declaration. Besides the MGK announcement, military operations in the region are on the rise. Rural side of Hakkari, Şırnak, Van, Muş and Tunceli are the states where the operations are already ongoing while an armed conflict erupted in Tunceli between TSK and HPG during the operation.
On the other hand, the forthcoming meeting of DTK Co-Chair Ahmet Türk and President Abdullah Gül develops a great interest in Kurds as it might open a new path for solving the Kurdish problem.
Turkey to pay more than 100 millions TL compensation, ECHR ordered
European Court of Human Rights (ECHR) ordered Turkish government to pay 100 million 596 thousand Turkish Liras since 2004, ANF reported.

Turkish Foreign Minister Ahmad Davuoghlu said ECHR convicted Turkey due to 1,686 human rights violations of 1,939 cases in total.

Twenty one percent of the cases resulted with convictions of violations of the right of fair trial while eighteen percent of the cases resulted with convictions of ill treatment.

Davudoğlu said Turkey is the second leading country according to the number of cases in ECHR.

YIK: Kurdish people’s will has to be respected

Yekgurtiyi Islamic Kurdistan (YIK), based on Hewler in Federative Kurdistan Region, added to the supporters of PKK’s cease-fire, releasing a press statement to present their support for cease-fire declaration of PKK. YIK asked respect of Kurdish will from Turkish government.

On the other hand, 131 NGOs in Van held meeting to support cease-fire term of PKK.
